One thing is certain: there is no agreement that maintains the status quo. What is currently being discussed between the EU and the UK is a tariff-free trade agreement similar to that between the EU and Canada. The UK has indicated it is unwilling to remain part of the EU customs union because it wants to control its borders and set its own rules. This means the end of the free movement of goods that has existed since 1992, and import and export customs declarations will be required regardless of the outcome of ongoing trade negotiations.
What does that mean? And how can I prepare for it? Here are some recommendations from Richard Arnold, branch manager of Quick Cargo’s London office.
- There will be random and targeted border checks on animal, plant, medical or military goods – for other goods, we believe there will be minimal to no checks at the border and customs will continue to conduct post-shipment checks
- From January to July: If you are authorized under the CFSP, you do not need to clear customs upon arrival. You have 6 months to file with HMRC. However, we recommend that you undertake customs importation at this time unless there is a significant tax advantage in not doing so.
- We recommend that you check the duty rates for your products in the new UK Import Tariff https://www.check-future-uk-trade-tariffs.service.gov.uk/tariff
- Make sure you can prepare commercial paperwork as invoices and packing lists are now required
- Health certificates and import licenses will be necessary for certain goods
- Discuss the terms of sale with your EU-based customers or suppliers so that you both agree on who is liable for customs duties, VAT and customs clearance costs.
- Trading standards will change, labeling for clothing, cosmetics, skincare will change and should be reviewed. Labeling with a UK address will no longer be permitted for import into the EU.
Remember that trade with the EU will be the same as trade with the rest of the world.
